Eastleigh Council Tax: Bands, Rates and How to Pay
Council tax is a vital local government service that funds everything from bin collections to schools in Eastleigh. Understanding how it works, what your band means, and how to pay can help you manage this annual expense effectively.
How Council Tax Works in Eastleigh
Council tax is a banded property tax that funds multiple local services. Your annual bill is split between four organisations: Eastleigh Borough Council, Hampshire County Council, Hampshire Police, and your local parish council (if applicable). Each organisation receives a proportion of your payment to deliver services including waste collection, education, social care, policing, and local maintenance.
The amount you pay depends on your property's assessed band, which reflects its estimated market value. Properties in higher bands pay more, whilst those in lower bands contribute less.
Understanding Council Tax Bands
Properties are assigned to one of eight bands (A to H) based on their value as of April 1991. Band A is the lowest and Band H the highest. Each band represents a property value range:
- Band A: Up to £40,000
- Band B: £40,001–£52,000
- Band C: £52,001–£68,000
- Band D: £68,001–£88,000
- Band E: £88,001–£120,000
- Band F: £120,001–£160,000
- Band G: £160,001–£320,000
- Band H: Over £320,000
Band D is considered the standard for calculating the overall council tax level, with other bands set at proportions of this amount.
Finding Your Council Tax Band
You can discover your property's band by visiting the Valuation Office Agency (VOA) website and entering your postcode. Alternatively, your council tax bill will clearly display your band. If you've recently moved, contact Eastleigh Borough Council's billing team to confirm your band.
Payment Methods
Eastleigh offers flexible payment options to suit your circumstances:
Direct Debit is the most convenient method. You'll pay by automatic transfer on a date you choose, typically spread across ten monthly payments (April to January). Direct debit is the preferred option as it's reliable and often qualifies you for prompt payment recognition.
Online payments can be made through the Eastleigh Borough Council website using a debit or credit card. This is ideal for one-off payments or if you prefer to pay lump sums.
Postal payments via cheque are still accepted, though less commonly used. Post your cheque with your reference number to the address shown on your bill.
Telephone payments are available by calling the billing team during office hours.
Council Tax Reduction Scheme
If you're on a low income or receiving certain benefits, you may qualify for the Council Tax Reduction Scheme. This can reduce your bill by up to 100%, depending on your circumstances. Eligibility includes those receiving Council Tax Benefit, Jobseeker's Allowance, Employment and Support Allowance, or earning below specific thresholds.
Apply online through the Eastleigh Borough Council website, or contact the billing team for an application form and assessment.
Single Person Discount
If only one adult lives in your property, you're entitled to a 25% discount on your council tax bill. This applies to single occupancy of any property, regardless of band. You must notify the council if your circumstances change, such as when another adult moves in.
Student Exemptions
Full-time students can be exempt from council tax if they meet specific criteria. Properties occupied entirely by full-time students qualify for exemption. You'll need to provide proof of student status (such as a student ID or enrolment letter) to claim this exemption.
Challenging Your Band
If you believe your property is incorrectly banded, you can challenge the Valuation Office Agency's decision. You have the right to request a review at any time. Gather evidence such as property details, recent valuations, or comparable local properties. Submit your challenge through the VOA website or contact them directly for guidance on the process.
